A robocall that leaves no message is textbook scammer behaviour — they're fishing for live numbers to target further. You've done exactly right by blocking it; no legitimate organisation calls and hangs silent.
If you're in any doubt about a caller's identity, hang up and call back on a number you find yourself — from the back of your bank card, a recent bill, or the official website. Genuine organisations will never object to this. Scammers will, and often become aggressive. Hang up anyway.
