The DVLA will never contact you by email asking you to update your details — they'll send official post to your address. If you're concerned about your licence, log into your account directly on gov.uk or ring them yourself on 0300 790 6801.
Anyone can claim to be from your bank, the police, HMRC, or any authority. Ask for their name and department, hang up, and call back on a number you found independently. Your bank or the police will never ask you to move money to a 'safe account' — that account belongs to the criminal.
